  Ready for HIPs?..... It isn't the monster that it is made out to be!  
 
Have you received your HIPs info booklet yet? HM Government has sent a HIPs info booklet, to all estate agents in England and Wales, setting out your responsibilities. Conveyancing Network has been following the HIPs debate for over 2 years now and we have attended Yvette Cooper's numerous HIPs forums and seminars during this period. We are here to share this experience and knowledge with you.
 
 
 
  Key HIPS dates  
    - On the 25th March the government should be starting their consumer awareness campaign  
    - By the 29th March the government need to present the HIPs legislation to parliament, so expect a possible announcement around that date confirming and hopefully finalising the content of a HIP and the associated rules.  
 
 
  Energy Performance Certificates - the new answer to global warming?  
 
When you read the Government's Home Information Packs booklet, did you notice how the their emphasis has changed? No longer are HIPs being heralded as the solution to our inefficient housing market, no they are now first and foremost "part of wider reforms to cut carbon emissions" (P.1 para 1). Whilst it is easy to take a cynical view on this kind of Government spin, the underlying fact is that we are required, under our commitment to the Kyoto Agreement, to implement EPCs. Even at this late stage in proceedings ("from 12th March there are only 58 working days until HIPs become law"), the Government is still casting doubt over the contents of HIPs by using phrases like "the pack may include forms (SPIF) completed by the seller" (P.8) and "there may also be a Home Contents Form" (P.8), and "the HIP may also contain a Legal Summary" (P.9) and so it goes on...
